How many the engine turn on rpm ?
Is it all the time ?
To cheak up, you can plug +12 V on the middle and -12 V on the side.
On one side, you open the regulator and the other side close it.
If you decrease the tension, the regulator will open or close less.

I connected 12V, it comes off and closed.

But your problem can be another part.
It's for that, I ask too you the engine on rpm.
